Jindao DRC Emergency Exercises

Due to the leakage problem of fire hydrants, the Jindao DRC has to close the main fire fighting valve to stop the loss of water pressure. As a result, in the case of an emergency, the fire extinguishing system might not be connected with the pumping station and the fire fighting pool in time, posing a big threat to the DRC safety. 

To eliminate the potential risk, the Jindao DRC, together with the Jintai Office Building and the Zhongshi Property Management Company, held joint discussion on the emergency plan for ensuring effective use of the firefighting valve and connection with the pump station. On the basis of a DRC made draft plan, the three parties went through the emergency plan and reached a consensus.

Paying close attention to the Jindao DRC firefighting issue, the BDS and the HSC leadership gave instructions on multiple occasions, requiring speedy implementation of the emergency plan. Upon receiving the approval after the joint discussion, the DRC Property Management Department requested the security staff to keep in mind the emergency procedures and valve locations. Our partners from Jintai Office Building and Zhongshi Property Management Company were also requested to inspect the facilities under their charge as well as provide their employees with necessary training. Two malfunctioning sub-valves were replaced with the assistance provided by the Jintai Property Management Company and the water was drained from the pipes by the Zhongshi Property Management Company.

Upon completing the preparations, the Jindao DRC organized the fire emergency exercises jointly with the Jintai Office Building and the Zhongshi Property Management Company on the afternoon of 28 October, 2016. The emergency plan was implemented, assuming that a fire was getting out of control whilst people performed the tasks of firefighting, tenant evacuation and dialing the fire emergency number “119”. All DRC employees took part in the exercises, and in the emergency plan, information in relation to the property layout, fire situation and tenant evacuation was provided. According to the procedures, the employees took on the tasks of dialing the emergency number, opening the valve and submitting requests to the pump station in writing. Through the exercises, the DRC employees became familiar with the locations of the fire valves, fire doors and the central control room, making it possible for them to step in when the Jintai and Zhongshi employees were absent in case of emergency. The event also received effective support from the Jintai Property Management Company and the Zhongshi Property Management Company whose staff were present to advise the DRC employees on the locations of the central control room and the firefighting valves, having achieved the purpose of familiarizing the employees with the firefighting system and emergency plan procedures.

During the exercises, the Jindao DRC and Jintai Office Building urged the Zhongshi Property Management Company to take immediate actions to repair the pipework leaks to fundamentally remove the potential danger. It was also discovered that all the 3 adjacent properties were suffering from night-watchman shortage and steps should be taken right away.
