On August 14, 2025 Director General Zhou Xisong visited the Secretariat of the Shanghai Cooperation Organization (SCO) at the invitation of Secretary-General Nurlan Yermekbayev to hold working talks and to inspect the current situation of the Secretariat's office premises. Deputy Director General Gao Yu, Deputy Secretary-General  Batir Tursunov attended the meeting.

Director General Zhou Xisong stated that Beijing Service Bureau for Diplomatic Missions (BDS) is always committed to providing comprehensive service and support to diplomatic missions and representative offices of international organizations in China. BDS fully understands the Secretariat's needs of expansion and will enhance coordination and collaboration with all departments to jointly explore solutions within the relevant policy frameworks.

Secretary-General Yermekbayev thanked BDS for providing a good working environment for the SCO Secretariat and expressed the intention to deepen practical cooperation with BDS. He hoped that both sides would further strengthen communication and jointly promote the resolution of the expansion issue of the premises.
