On the morning of September 19, 2014, tension filled the conference room of the Qijiayuan Property Management Department: an evaluation team composed of experts had come for a thorough review of internal business process management records. On the basis of our standardized process and preparedness, colleagues from the Property Management Department answered the questions with ease, despite the professional and ruthless questions from the experts. The presence of General Manager Jiang and Deputy General Manager Lin increased the confidence of employees of the Property Management Division, who showcased the advantages of our management system in front of the experts.
In terms of internal business management process records, within two years after our initial success in the "hunt for stars”, the internal records of the Property Management Department have been constantly enriched and improved, and the conduct of almost all management and service activities of the Property Management Department has been documented, detailing all the work items, all the changes made and objectives achieved. The increase of recorded content and data constituted a more accurate and efficient management database and helped achieve a virtuous circle. The evaluation criteria and rating rules in the process of "hunt for stars" reevaluation of this year saw some changes. Accordingly, based on the information of the last two years and the new standards, the Property Management Department further improved the content of the to-be-evaluated information, and increased the number and content of some forms and worksheets.
At the same time, another group of experts came to the Qijiayuan DRC for field inspection. The cleanliness of the environment has earned praises from the experts, but people still held their breath as any circumstance not meeting the criteria would lead to a veto, i.e. the evaluation team could directly decide that we failed to pass the inspection. This is a new requirement imposed for the evaluation of Beijing Property Management Demonstration Projects, and the requirement is so insistent because it is directly related to the life and safety of the property of the customers and employees. Even if there is no evaluation, these tasks do not tolerate the slightest weakness. The Property Management Department, Technical Surveillance Department and the Lift Service Department have repeatedly communicated with each other, focusing on the completion of testing of four-party intercom systems in 20 lifts, completion of testing of all ground fire hydrant water nozzles, installing the water level indicator of water tanks for fire protection purpose, and testing the telephone hotline and the remote control of the working pump and others. Apart from the need to pass the inspection, the need for meticulousness was aslo indisputable. Security work helps us to obtain the first digit "1", and with all the other work we obtain a number of "0"s behind the first digit "1". Without the first digit, numerous "0"s will simply make no sense. Likewise, only sound protection measures can provide a solid foundation for us to provide all other services.
In the preparation process before this time’s re-evaluation,the Property Management Department faced a dilemma: on the one hand, there was a need to replace some old facilities, and on the other, next year’s renovation project required us to cut costs. To this end, each team suggested, by using first-class technology combined with scientific management methods,the equipment and facilities could be kept in good condition. By so doing, the equipment and facilities, though not new, still met the standards. Thus we reduced costs, and also met the assessment requirements.The success was achieved owing to the unity of the teams as well as the attention and guidance of leaders. On July 24, Deputy General Manager Lin particularly invited experts to “take the pulse” and personally encouraged the Property Management Department. From 5 to 7 August, the Corporation invited two experts of the Wendaminsi Company to come and provide advice to the Qijiayuan Property Management Department in respect of the work of "hunt for stars". Since then, the preparatory work entered a particularly intense phase. During the last month, Deputy General Manager Lin came several times to the Property Management Department to inquire about the progress of the preparation work, give advice, and listen to reports, providing constructive feedback and personally overseeing the completion of the preparation work. On September 17, Deputy General Manager Lin also personally supervised the last time simulation exercises.On the reevaluation day, General Manager Jiang and Deputy General Manager Lin were both present, fully participating in the reevaluation process.
The preparatory work for the reevaluation lasted nearly six months, during which the leaders at all levels have been monitoring our work progress very closely and all the departments concerned have provided active coordination. When the 99.3-point score was revealed to all eventually, everyone felt the power of the collective effort and the delight of the team. As the first Department participating in the reevaluation, the Qijiayuan Property Management Department has seen this work not only as a job but as a stage to expose its strength. The Qijiayuan DRC will undertake a major renovation project in 2015, and the evaluation was like a farewell show for the former Qijiayuan DRC to completely reveal its advantages accumulated for decades. The Qijiayuan DRC’s management features are like a glass of wine that boasts a rich heritage and will always remain a classic in its history. While the reevaluation is a new starting point, the Qijiayuan DRC is moving towards new heights in the near future to provide higher level services. We look forward to to obtaining the crown of the Five-star Property Management Demonstration Projects with redoubled efforts.
