About the Department of Foreign Affairs and Trade (DFAT)
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program and helping Australian travellers and Australians overseas. The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
About the position
Under limited direction, the Human Resources (HR) Manager will supervise a team to manage a range of human resources services and activities for the staff at the Australian Embassy in Beijing. The HR Manager will ensure collegiate working relationships are developed throughout the Embassy and a high-quality service and advice to staff on HR matters.
The key responsibilities of the position include, but are not limited to:
· Supervise and lead the HR team, provide strategic direction, establish work priorities, monitor performance, provide regular feedback and identify learning opportunities
· Manage the day-to-day operation of the HR section and its functions, including overseeing preparation of all recruitment related returns, allocating workloads, coordinating leave and managing attendance.
· Manage, maintain and monitor the implementation and process of LES performance management, including providing advice and strategies related to staff discipline and improving effectiveness of the staff performance system.
· Manage Locally Engaged Staff (LES) and Head of Mission Domestics’ (HOMDOM) salaries, leave and conditions of service benefits, including insurance, taxation and pension scheme while maintaining accurate personnel records.
· Manage and review the workforce structure to ensure effectiveness and productivity. Monitor and report on changes to local labour law and possible implications to the Embassy.
· Oversee the DFAT managed training program for LES, including forecasting budget and addressing possible over or underspends.
· Conduct and coordinate induction briefings for all new LES recruits
· Review and investigate the implementation of LES T&C across all agencies, and ensure that the T&C and HR practices conform with DFAT guidelines and local labour law
· Develop, review and maintain standard operation procedures related to HR matters
· Oversee the recruitment process for LES and provide advice on LES position descriptions and selection criteria
· Provide advice and strategies in multi-skilling staff development, job enhancement, training, team building, and promotion.
· Undertake complex research and/or analytical projects on HR matters affecting LES
· Perform other duties and back up as required.
Required Qualifications/Experience/Knowledge/Skills
· Tertiary qualifications, desirably in Human Resources Management or a relevant field
· Ideally 5 years’ experience in HR or a combination of HR and related fields
· Strategic thinker who is energetic, driven and innovative with high ethical standards, integrity and commitment
· Ability to prioritise, lead and manage a team and work projects simultaneously in a fast-paced environment
· Strong interpersonal and communication skills, with an empathetic and listener focused approach
· Excellent stakeholder management skills, with the ability to balance conflicting priorities and drive positive change
· Competent using MS Office
