About the Australian Department of Foreign Affairs and Trade (DFAT)

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program, and helping Australian travellers and Australians overseas.

DFAT provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional, and bilateral interests.

About the position

Under general supervision, the ICT Manager administers and supports DFAT’s International Communications Network (ICN) IT and communication systems for the Embassy. This position will also provide support to the Property and Client Services Section.

The key responsibilities of the position include, but are not limited to:

· Act as a liaison point for IT services, including providing first level support to users as part of the post helpdesk function, introductory training for new employees, IT equipment installation and maintenance, and asset management.

· Manage and support Embassy internal standalone/WIFI network and residential internet requirements, including installation, set up and technical support of Embassy compound and apartment internet.  

· Supervise and train the back-up ICT Manager and ensure continual provision of IT services including allocating tasks and providing guidance and advice.

· Build and maintain strong working relationships with a range of internal and external stakeholders including end-to-end users, post's Regional Technical Officers (RTO), Global Support Centre (GSC) in Canberra, the Post Systems Administrator (PSA), service providers and contractors.

· Provide technical support in the set up and running of functions such as video conferencing facilities (WebEx), AV equipment and the Embassy’s switchboard telephone landline.  

· Maintain and update the Embassy intranet, email groups, staff directories, relevant records management systems and information resources according to staff movements.

· Assist with management of DFAT issued mobile phones, including assisting with procurement of mobile phone sim cards, and processing/auditing the monthly mobile phone bills.

· Provide technical and logistical support for functions and high-level visits including coordinating IT and setting-up and supporting to temporary offices.

· Provide administrative assistance to the Client Services Section including assisting with onboarding paperwork as required for appropriate IT access.

Applicants need to be flexible and be aware that duties may change from time to time due to changes in the operational environment.

Qualifications/Experience

· Good oral and written communication skills in English and Mandarin.

· Well-developed people skills and the ability to work effectively in a team environment or independently to deliver high-level client services.

· Ability to liaise with staff at all levels within the mission, as well as external providers.

· Demonstrated initiative and flexibility as well as the ability to set priorities and problem solve.

· Experience managing computers, IT systems and technology services (preferably in a global environment).

· Accountability and good record keeping skills in asset management, disposal, procurement, and safekeeping.

· Initiative and resourcefulness in solving problems/troubleshooting issues. Ability to work independently, organise workloads and allocate resources to achieve objectives to deadlines. Demonstrated ability to be flexible and adapt to changing work environments.

· In depth knowledge and practical experience in the use of computer operating systems and commonly used commercial software packages.

· Capacity to quickly understand the Australian Government legislative and operational context in which the clerical, administrative and unclassified office information systems of a diplomatic mission are conducted.
