Summary:

The U.S. Mission in Beijing is seeking an eligible and qualified applicant for the position of Economic Specialist.

Work Schedule:                              Full Time (40 hours per week)

Start Date:                                      Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties:

The Economic Specialist is under the primary supervision of the Internal Unit's Industrial Policy Officer and performs three main functions:  1) Lead Econ Coordinator/Liaison to the Political Section’s Provincial Relations Unit (PRU) - Supports all Econ Section officers by liaising with PRU to ensure Econ equities are incorporated and to help Econ personnel properly coordinate travel, including with local authorities; 2) Lead Econ legal expert - Capitalizes on legal background to analyze many Econ-related PRC government announcements, measures, regulations, or laws in order to help Econ officers better understand the legal context; 3) Lead Econ researcher on Chinese economic leadership – Researches leading, rising, and potential future Chinese personalities that may impact the U.S.-China bilateral economic relationship as well as rebalancing growth and other global economic issues.  The Economic Specialist solicits Section-wide input on such personalities, which s/he will use to compile and maintain a database.  The Economic Specialist maintains contact with range of host country officials, thinktank scholars, and academics to develop engagement opportunities. 

 

Qualifications and Evaluations

 

Education:

Bachelor’s degree in a field related to economics, finance, business, accounting, law, or political science is required.

Requirements:

 

EXPERIENCE:

At least four (4) years of work experience in economics, labor, occupational health and safety, banking, research and analysis, financial sector, international trade, or government relations focusing on economic or labor issues are required, in which at least two years in a legal-related field must be included.

JOB KNOWLEDGE:

Must have a general understanding of legal theory, the functioning of China's legal system, regulatory framework, and institutions.  Must be familiar with internationally recognized legal and regulatory standards related to economic issues.  A solid understanding of Chinese government organization and legal framework, including the functions of relevant economic ministries and regulatory agencies is also required, along with a familiarity with U.S. government legal and economic policy institutions.

Evaluations:

 

LANGUAGE:

Level IV (Fluent) reading/writing/speaking in English is required. (This will be tested.)

Level IV (Fluent) reading/writing/speaking in Mandarin is required.

 

Must have a mastery of labor-related vocabulary and be able to provide accurate sequential interpretation from Chinese into English and English to Chinese at professional meetings and draft informal translations of Chinese articles and regulations on a daily basis. 

SKILLS AND ABILITIES:

Must demonstrate ability to prepare concise analytical reports in the English language on legal, regulatory, and economic topics.  Must have ability to converse with ease in Chinese on legal, regulatory, and economic topics, and read Chinese research and press reports and prepare English language summaries.  Mush have ability to identify and analyze information from a broad array of public sources in order to identify flag key policy issues and legal developments, and to provide accurate oral and written reports on these issues is required, as is the ability to translate technical and academic articles on relevant topics from Chinese to English and from English to Chinese.

Qualifications:
