Duties

The Senior Commercial Specialist serves as one of the Commercial
Section's two Senior Local Employed Staff Commercial Specialists in SBU -PRIVACY OR PII Beijing. The Senior Commercial Specialis functions as a Senior Advisor and assistant to the Princip Commercial Officer and team of American officers in planning, organizing, coordinating and administering commercial reporting, trade facilitation, trade promotion and trade policy programs, especially activities relating to southwest China. The position
has responsibility for some of the most demanding and critical industry sectors representing high potential for U.S. exporters and requiring high level advocacy and addressing complex market access issues. The Senior Commercial Specialist serves as a senior professional analyst and advisor to the U.S. staff in planning, organizing and administering programs to facilitate the promotion of U.S. goods and services. The position assists U.S. firms by developing and organizing marketing strategies, including conducting market research and reporting, planning trade promotion events, identifying and leveraging trade opportunities, and bringing U.S. and Chinese business representatives together in mutually beneficial discussions and ventures, especially regarding the southwest China market. The Senior Commercial Specialist analyzes market trends and evaluates market research involving relevant critical industry sectors. The position maintains a wide range of business contacts in assigned sectors and with high-level contacts in relevant agencies of the Government of China, especially in southwest China. The Senior Commercial Specialist
advises U.S. and Chinese clients on each other's regulations as they affect trade and investment opportunities. The position performs research and prepares complex factual and analytical reports on a variety of matters affecting U.S. exports and trade and disseminates them through USDOC systems and the Internet. The Senior Commercial Specialist also investigates trade complaints made by U.S. firms in assigned industry sectors and/or region and makes recommendations to supervisor for resolution. The Senior Commercial Specialist mentors junior FSN Commercial Specialists on Commercial Service policies and procedures, serves as a team leader for more extensive projects, and supervises junior staff, including management of their work output, assigning goals and
required metrics, mentoring them to reach their full potential through advice and counsel, and completing the annual MBC performance evaluation.


Qualifications and Evaluations

 

Education:

A Bachelor’s degree in one of the following areas: Business,
Management, Economics, Marketing, Finance, International Trade, International Studies or Relations, Law, English, or Public Administration is required.

Requirements:

 

EXPERIENCE:

At least 5 years of progressively responsible experience in business, government or NGOs in the fields of marketing, business development, trade promotion, economics, international trade or similar field.

 

JOB KNOWLEDGE:

Must be familiar with the host country’s economy, business customs, practices, marketing channels, laws, regulations, and policies related to assigned commercial functions. Must have expert and specialized knowledge of assigned industry sectors and/or assigned region; must have working knowledge of programs and goals of other trade-related U.S. Government agencies.

LANGUAGE:

English Level 4 and Mandarin Level 4 (Advanced Proficiency) (This may be tested.)

 

SKILLS AND ABILITIES:

Must be able to familiarize the policies and regulations of assigned
industry sectors, standard guidelines and instructions provided to U.S. clients, as well as the contacts in the host country. Must be able to solve the most complex commercial and trade issues related to marketing strategies and sales of U.S. products; manage all aspects of trade events/trade missions (e.g. last minute program changes and balancing budgets); communicate with a wide range of contacts from junior staff to senior level government officials and company CEOs; counsel business clients and hold frequent discussions with industry contacts and Foreign Commercial Service staff at post and in the U.S.; ability to express clearly and accurately in a variety of written formats with varying degrees of
complexity, including emails, memos, letters, presentation materials and market research reports. For example, in absence of Principal
Commercial Officer, represents Foreign Commercial Service at U.S.
Embassy outreach meetings.

 

Qualifications:

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given. 

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
