Starting Annual Gross Salary:  RMB 145,760 (before tax and employee social insurance contributions; 13th month bonus and employer social insurance contributions are paid on top of the gross salary; salary is non-negotiable)

Area of Selection:

This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date. Short-listed candidates should be able to participate in tests and/or interviews in Beijing at their own expense. The successful candidate will be required to relocate to Beijing at their own expense.

Summary of duties:

 

Under the general supervision and guidance of the Canada Border Services Agency (CBSA) Liaison Officer (LO), and/or the International Network Manager (INM), the Operational Liaison Assistant (OLA) will perform a wide range of operational, strategic, administrative and clerical activities to assist the CBSA LO program. The OLA will support CBSA efforts to support Canada's national security and public safety; priorities and facilitate the free flow of persons and goods within or linked to the LO's area of responsibility (AOR); participate in reporting on cross-border criminal activities and trends involving people and goods; liaise with local partners, immigration and customs contacts on a wide range of CBSA mandate issues; assist the LO, in expanding border management cooperation with officials in countries in the AOR; professionally represent the LO, and as required, the INM and Regional Director (RD), and CBSA in communication and networking with representatives of host countries and other organizations including translation; and, occasionally or during LO absences, perform some basic activities normally carried out by the LO while exercising initiative and discretion. The OLA also coordinates or assists in the coordination of travel, accommodation, meetings and schedule planning for the LO and as required for the INM and RD, as well as assists in pre-visit arrangements and hospitality events; receives and responds to telephone calls, emails and other inquiries; prepares correspondence, spreadsheets, presentations, and other material; prepares draft budget submissions and monitors budget expenditures, prepares travel claims and other financial processes.


Mandatory requirements:

Education:

· Minimum Bachelor’s degree from university, OR an acceptable equivalent through the combination of education and work experience

Language:

· Proficiency in English (reading, writing, listening, speaking)

· Proficiency in Mandarin (reading, writing, listening, speaking)

Experience:

· Recent* experience in working in office administration, preparing budgets, coordinating travel, meeting and schedule planning

· Recent* and significant** experience working with Chinese government entities, civil society, non-profit organizations or legal organizations

· Recent* and significant**  experience in translation and interpretation from Chinese to English and vice versa

· Recent* experience in delivering presentations and/or training to large groups

*   Within the last two years 
** Minimum of one year

Knowledge:

· Knowledge of general office procedure and practices

· Knowledge of Microsoft Office Tools, including Outlook, Word, Excel and PowerPoint

Abilities/skills:

· Ability to write effective business correspondence in English and Chinese

· Ability to perform translation and interpretation from Chinese to English and vice versa

· Ability to prepare budgets and tracking using Excel

· Knowledge of Canadian and/or Chinese illegal migration and border security related issues

Organizational Needs:

Conditions of Employment

· Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens

· Ability to obtain and maintain a valid “Reliability Status” security clearance

Operational Requirement:

· Ability and willingness to work overtime on short notice as required

· Able to travel domestically and internationally as required
