Organizational context (where the job is located in the Organization)

The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 

The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services.

 

The IFRC’s Logistics, Procurement and Supply Chain Department is a core function supporting the IFRC humanitarian action. The Department has a global network including:

 

§  a headquarters-based Supply Chain Management Department in Geneva

§  a Logistics Hub and Global Fleet office in Dubai

§  Five regional operational supply chain units located in Panama, Kuala Lumpur, Nairobi, Beirut and Budapest

§  logistics hubs

§  country-based logistics set-up

 

Logistics, Procurement and Supply Chain Management is a function dedicated to:

  • Provide the goods and services as needed by IFRC to deliver to the most vulnerable;
  • Provide services to deliver visible value to the members, improving the efficiency and effectiveness of the supply chain and strengthening its control;
  • Developing talents & future leaders.

 


 Working under the supervision of the Team Lead Global Strategic Sourcing, the Senior Officer Global Strategic Sourcing is responsible and accountable to drive sourcing initiatives globally for some categories. The incumbent will lead and drive global sourcing strategies for some categories to ensure the successful development and execution of sourcing strategies. Drive and be accountable for global sourcing performance against set objectives for the categories falling under the scope of responsibilities.

The incumbent will develop and execute procurement sourcing strategies (which include best value country sourcing) that are integrated and aligned with overall global strategies and objectives. Develop and execute global sourcing strategies which are innovative and drive the best value for money, supply efficiency, quality in line with the global strategies, and ensuring that Procurement strategy, ambitions, best value for money, and objectives are achieved. The incumbent will be in charge to implement the Plan of Action of the shared leadership with the Red Cross Society of China, which include, but not limited, developing the procurement team of Red Cross Society of China in sourcing process aligned with IFRC procurement policies and guidelines, managing and reporting progress of the implementation.

This role will partner with internal stakeholders at senior level to influence change.

 

Job duties and responsibilities

This senior level, strategic role, will be responsible to sponsor with global/regional stakeholders and cross functional team members to deliver optimal best value for money and efficiencies through know-how and strong expertise and credibility in the relief items category.

Full accountability and high autonomy in execution of role and significant influence across the federation.  

 

Key Accountabilities

 

§  Assume full accountability for delivering best value for money for the different categories

§  Commercially responsible and accountable for the strategic sourcing globally in close collaboration with others global/regional functions.

§  Develop sourcing options that ensure Best Value for Money and support IFRC in delivering the objectives of strategy 2020.

§  Implement the Plan of Action of the shared leadership in close collaboration with others county/regional/global functions.

 

§  To design and align strategic sourcing and procurement practices, including best value country sourcing strategies, aligned with the Plan of Actions of the shared leadership, ensuring compliance with the policies including quality and supplier selection

§  Ensure that local/regional strategies are integrated and in alignment with the global category approach and stakeholders.

§  Align stakeholders (global and regional) through focused change management programs

§  Lead strategic sourcing, supplier negotiations and implement supplier development programs to promote small-mid size suppliers.

§  Initiate and support the RFx processes as defined by strategy (Highly complex and/or large spend) .

 

§  Identifies and drives cost reduction opportunities at global and regional level for the categories assigned to him

§  Where compliance is an issue, find and eliminate root causes.

§  Drive the realization of best value for money, supply efficiency, quality, and process improvements globally, and leverage the skills as needed for implementing the plan of action.

§  Ensure application of strategic sourcing process across each category by deploying innovative sourcing strategies, while leveraging innovation from our suppliers.

 

§  Provide regular reports and updates on the progress of the Plan of Action to local, regional and/or global governing bodies as required

§  Drive and manage target setting and monitor results for the plan of action, and ensure that all ambitions and objectives for the categories are communicated and achieved within the federation.

§  Develops robust cost savings projects with consideration to quality, cost, speed and service requirements, market conditions, risks and exposures, competitive landscape, and projected changes over the strategic planning horizon;

§  Understands Region industry trends, suppliers’ capabilities, and overall has the supply chain expertise to supports countries and region projects

§  Significant external supplier base knowledge must be applied, specifically leveraging the understanding of suppliers’ cost drivers and pricing strategies.  Guide the management of key supplier relationships to ensure collaborative innovation are captured

§  As part of the shared leadership initiative, ability to develop strategies aligned with the overall plan of action and influence change in a complex environment. Ability to provide advices at global, regional level and accountable for delivering the Plan of Actions.
