Position title:  Beijing - Program Assistant – Immigration, Refugees, and Citizenship Canada (IRCC), LE-A2 (Anticipatory)

Starting Annual Gross Salary Approximately 115,387 RMB (before tax and employee social insurance contributions; employer social insurance contributions are paid on top of the gross salary; salary is non-negotiable)

Area of selection:

This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date.

Summary of duties:

Immigration, Refugees and Citizenship Canada (IRCC) manages Canada’s migration program. IRCC has three main areas of focus: business and risk intelligence; program delivery and stewardship; and global engagement. IRCC organizes its own work and that of its employees. Varying degrees of knowledge of the Immigration and Refugee Protection Act, basic to expert, is required as well as knowledge of other legislation (Citizenship, Criminal Code, etc.), regulations and processing guidelines applicable to the immigration programs and processes, federal and provincial.

The position provides administrative support services in support of the delivery of the IRCC program in a mission; provides information to officers, clients, stakeholders, both internal and external, on topics such as, application requirements, guidelines, local environment, and use of electronic support systems; replies to and prepares both original and pre-formatted correspondence and reports; develops and implements service delivery methods, tools, form letters, tracking tools for facilitating or improving existing processes; researches internal and external sources and uses knowledge of the local environment to inform Officers regarding difficult problems in processing, legislative or regulatory conformance and assisting an officer in reporting and liaison, program integrity, promotion and recruitment activities and other program support; researches and compiles information, verifies submitted documents for completeness, enters data in computerized systems and maintains records, files, lists, and databases; follows quality control guidelines to facilitate compliance and maintain database integrity; Provides information on procedures, appropriate forms or document requirements, responds to inquiries related to services and/or makes referrals to appropriate authorities; performs other duties as required.

Essential Qualifications:

Education:

· Bachelor’s degree from university

Language:

· Advanced level of English (reading, writing, listening, speaking)

Experience:

· Minimum 1 year’s recent experience (within last 5 years) working as part of a team in a general office environment.

Knowledge:

· Knowledge of Microsoft Office Tools, including Outlook, Word, Excel and PowerPoint

· Knowledge of general office procedure and practices

Abilities/skills:

· Ability to write effective business correspondence, reports and letters in English

· Ability to multi-task and prioritize

· Ability to process, analyze, interpret and manipulate data

· Ability to conceptualize and implement processes, legislations and policies

· Ability to conduct research, analyze information and compile reports

· Ability to present and engage with confidence

Competencies:

· Adaptability and Flexibility - Willingly alters normal course of action

· Effective Interactive Communication – Adapts language to the audience

ESSENTIAL QUALIFICATIONS:

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process.

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview online, pre-recorded or in-person, role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

Language:

· Working ability in French (reading, writing, listening, speaking)

· Proficiency in English evidenced with an IELTS result obtained since 2019, general or academic, at minimum band 6.5 across the four modules of reading, writing, listening, and speaking. Other international English standard testing system results that could be equated to an IELTS 6.5 can also be considered.

Experience:

· At least six months in the past 5 years working experience in other Canadian government departments or programs

· At least six months in the past 5 years working with the Global Case Management System

· Experience using social media within a professional context

· Experience utilizing LEAN management principles and Six Sigma methodology in a work environment

Organizational Needs:

Operational Requirement:

· Ability and willingness to work overtime on short notice, as required

· Able to travel as required

Conditions of Employment

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.

- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.

- Vaccination compliance: All new hires on or after the effective date of October 6, 2021 are required to be fully vaccinated against COVID-19 as a condition of employment and to attest that they are fully vaccinated against COVID-19 prior to their starting date unless accommodation measures are granted.

- Other conditions of employment:

· Ability to obtain and maintain a valid Canadian level 2 (Secret) Security Clearance may be required for a few designated positions
