Summary:                                              The U.S. Consulate General in Shenyang is seeking one eligible and qualified applicant for the position of Strategic Content Coordination Assistant.

Work Schedule:                                      Full Time (40 hours per week)                                   

Start Date:                                              Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position:                             No

Duties:                                                    The incumbent is responsible for building, maintaining and creating content for Consulate flagship digital properties (social media, website content); for developing a year-long editorial calendar designed to promote Consulate priorities with on-line communities; researching and analyzing evolving markets for Consulate digital properties; and customizing content and online engagement to promote Consulate objectives. Organizes and hosts online conversations with target audiences; designs and develops innovative engagement opportunities and tools. Is also responsible for the production of visual and multimedia elements of Consulate public engagement, including design, creation and/or acquisition of customized visual and multimedia content, which is disseminated online, in person or via traditional broadcast. Creates digital content for all Consulate outreach materials by assessing visual aspects of the Chinese media environment, public preferences for visual content formats and dissemination channels, and the impact of Consulate visual materials. Provides guidance to PD Public Engagement staff and other Consulate personnel who engage with online communities on standards, regulations, and policies for the use of digital properties.

Qualifications and Evaluations

Education:                                               University degree in communications, business, marketing, design, English, education or local equivalent is required.

Requirements:

EXPERIENCE:                                     At least three (3) years of progressively responsible experience in a multilingual, multicultural or multinational organization. Must have experience in market research and audience analysis; design and execution of online projects; management of digital properties, including content creation in multimedia and traditional formats; design, creation and packaging of visual and multimedia content for digital marketing, advertising or mass communications purposes; and/or integration of visual content into web content management systems.

JOB KNOWLEDGE:                           Must have comprehensive knowledge of attitudes and communication preferences of target audience groups; factors and institutions that shape Chinese opinion and preferences; online communications and analysis skills that identify and exploit engagement opportunities; digital properties and online communities, including marketing and/or advocacy campaigns; and trends in regional and international communications patterns.

Must have detailed knowledge of strategic content, digital materials, and reliable multimedia sources; legal regulations and procedural guidelines affecting content uses; and traditional and online engagement tools and programs used to convey policy in the public sphere, and their related regulations, policies, procedures, and resource streams. Detailed knowledge of and ability to build out and manage Consulate flagship digital properties, including social media and mobile platforms, and develop digital tools such as games and contests. Must be able to create and use photo and video sharing sites, podcasts, video and other digital products.

Evaluations:

LANGUAGE:                                        Level 4/4 (Fluent) speaking/reading/writing in English is required. (This may be tested.)

Level 4/4 (Fluent) speaking/reading/writing in Chinese is required.            

SKILLS AND ABILITIES:                   Must have strong analytic skills to identify target audiences, understand their sensitivities and identify the best strategic content, format and delivery means. Must have strong organization skills to manage multiple engagement platforms at the same time and actively engage with the public simultaneously on those platforms.

Qualifications:                                        All applicants under consideration will be required to pass medical and security certifications.

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given. 

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
