Vacancy Notice
The ICRC Regional Delegation for East Asia based in Beijing seeks to fill the following position:
HR Officer
PURPOSE
Under the direct supervision of the Regional HR manager, the HR officer contributes mainly to the Compensation and Benefits (Hereafter C&B), Recruitment and Staffing, HR administration, including HR Information System maintenance, and other HR related activities assigned. S/he provides HR services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations.
RELATIONSHIPS
• Internally, backs up Seoul HR when needed; mentors HR interns; interacts with staff, line managers, HR shared service, various HR units in Geneva, FAD, and LOG.
• Externally, interacts with the Diplomatic Personnel Service Bureau (hereafter DPSB) and external providers.
ACCOUNTABILITIES AND RESPONSIBILITIES
Payroll, compensation and benefits, social charges contribution, and individual income tax
• Prepare monthly payroll and social charges contribution for all staff within the stipulated timeline; provide support and handle payroll-related requests and questions; prepare monthly statements and reconciliations;
• Coordinate salary payment, and manage income tax deduction at source, in collaboration with relevant units;
• Develop and adapt payroll process following changes in legislation or internal regulations and guidelines;
• Manage workflow to ensure that all payroll, including annual salary review, social charges adjustment, etc., are processed correctly on time in compliance with relevant regulations;
• Ensure social security registration and tax obligation in collaboration with DPSB;
• Perform or support internal and external audits, and ensure compliance with ICRC policies;
• Actively participate in C&B projects as and when required;
Staff administration and HR Information System management
• Provide general administrative support, including updating staff profiles, registration, and filing;
• Keep records and ensure that staff-related data is accurate and of good quality, keep up to date;
• Archive all HR documents and files in accordance with ICRC guidelines and local legal obligations;
• Update HR information system (HRSpace and Strategic) with complete and accurate personal and professional information;
• Provide administrative support for all staff when necessary, work certificate, employment certificate, etc, in collaboration with DPSB;
• Ensure the effectiveness of and compliance of HR administration with ICRC guidelines and local legislation;
• Actively participate in HR administration projects as and when required;
Recruitment, Staffing, Leave Management, and other HR activities
• Assist in establishing recruitment guidelines in the delegation according to ICRC guidelines and local regulations;
• Support and participate in each step of the recruitment process, including job opening, longlisting, assessment & test, interview arrangement, reference check, job offer, and administration enrolment with DPSB;
• Facilitate the onboarding of new recruited staff, ensure new staff are welcomed and well- integrated;
• Provide administrative follow-up for recruitment and training activities;
• Provide support on probationary evaluation, contract management, and termination;
• Provide support for staff’s diverse missions abroad;
• Validate leave requests based on external regulations and internal policies, update leave records;
• Assist in contractual process with vendors;
• Support employee engagement activities;
• Ensure staff-management policies of the Employee Handbook and other ICRC guidelines are applied correctly.
REQUIREMENTS
• University degree or equivalent
• 5 years’ work experience in a similar field, 1 or 2 years in the C&B function is a plus
• Fluent in written and spoken English, excellent communication skills
• Excellent computer skills
• Capacity to apply ICRC rules and procedures
• Capacity of treating information confidentially
• Active communication and excellent interpersonal skills
GENERAL DUTIES

• Understands and adheres to the ICRC Code of Conduct
• Understands the roles of the components of the International Red Cross and Red Crescent Movement

• Represents the ICRC in a professional manner at all times
• Develops and maintains a pleasant and conducive working environment with colleagues and line managers
• Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
• May be asked to perform tasks not covered in this job description and to provide support to
other departments when necessary
