The ICRC Regional Delegation for East Asia based in Beijing
seeks to fill the following position:
Humanitarian Affairs and Technology Adviser
PURPOSE
The Humanitarian Affairs and Technology Adviser supports the delegation in understanding and
influencing the wider policy and humanitarian environment in China focusing on the intersection
between technology, humanitarian action, and foreign affairs. S/He helps to craft and develop the
ICRC’s engagement with the relevant stakeholders of the tech sector - government and private – as
well as with concerned multilateral fora. On the basis of her/his understanding of geopolitics and
technology, s/he contributes to the overall analysis and policy work of the Department.
SCOPE AND IMPACT
Contributes to designing and achieving the delegation's objectives concerning its humanitarian
diplomacy related to the use of technology (“techplomacy”).
Participates in and leads internal and external meetings and events related to the impact of
technology on humanitarian action.
Contributes to the work of the Humanitarian Affairs Department in terms of analysis and
engagement.
Participates in the annual planning and budgeting process (Planning for Results) and monitors
impact/outcomes. Leads on specific objectives and takes decisions relating to their implementation.
RELATIONSHIPS
Internally, interacts with the delegation management team and relevant coordinators, as well as
the Delegation for Cyberspace in Luxembourg, the Data Protection Office at the headquarters, the
International Law, Policy and Humanitarian Diplomacy Department at headquarters, other
Humanitarian Affairs Advisors in other delegations on specific issues, and other relevant colleagues.
Externally, interacts independently with government officials, UN agencies, tech companies,
humanitarian actors, universities, and think-tanks, and selected diplomatic corps.
ACCOUNTABILITIES AND RESPONSIBILITIES (as per role description)
Listens to and understands the main views and policy objectives of key government bodies,
the tech sector and agencies related to the use of technology and the dynamics related to
humanitarian affairs, primarily in China but also globally.
Advises the delegation on the positioning of China in the use of technology, AI, digital, cyber and
how they impact/relate to humanitarian action, and contributes to mapping of the key decision
makers, thematic events and networking opportunities in China.
Supports and advises the delegation in achieving ICRC’s objectives in China related to the
intersection between technology, humanitarian action, and humanitarian diplomacy. In
collaboration with the Head of Humanitarian Affairs and Diplomacy and the delegation’s
management, designs and implements the delegation’s respective strategy and plan of action.
Builds and maintains a strong national network of stakeholders connected to digital innovation, AI,
and cyber security relevant to the ICRC and the delegation. Engages with them autonomously.
Coordinates thematic events such as the Symposium on cybersecurity and data protection in
humanitarian action. Engages in events such as the World Internet Conference, in coordination
with other relevant departments, and the AI Summits China organizes.
Collaborates with the Humanitarian Affairs team in analysis and engagement around China’s profile
and engagement in multilateral and geopolitical fora.
Represents the ICRC in key fora in coordination with the Head of Humanitarian Affairs and
Diplomacy.
REQUIREMENTS
University degree in a relevant subject (e.g., international relations, ICT, political science,
innovations and digital transformation, journalism). Advanced studies in international relations,
political science, public policy, science and technology policy, law and digital technologies, or a
related field. Proficient command of English and Mandarin.
Typically 6-9 years’ overall professional experience with at least 3 years of experience in
the technology sector (or in science, innovations, and digital transformation sectors)
Profound interest in the latest global, regional and national technological developments (e.g.,
cybersecurity, AI, open-source software development).
Demonstrated understanding of global key technology trends and risks (strong asset if connected
to humanitarian affairs), proven record of connecting to the relevant debate (e.g., attendance or
speaking at forums and conferences, participation in research projects).
Proven experience in nurturing networks and influencing others.
Solid understanding of national/regional relations and their interplay with humanitarian affairs.
Knowledge of multilateral organizations/fora/agencies and platforms.
Strong analytical and writing skills.

the ICRC
May be asked to perform tasks not covered in this job description and to provide support to other
departments when necessary
