Human Resources Manager
Human Resources manager plans, organizes and monitors HR activities in the regional delegation of Beijing, supporting teams and operational activities in 4 countries (China, Republic of Korea, Democratic People's Republic of Korea, and Mongolia).
S/he ensures that overall administration, coordinator and evaluation of HR plans and programs are carries out/ S/he brings insight on HR matters, provide professional HR services and advice, and sees to it that needs are translated into HR objectives, and that HR strategies are aligned with strategic objectives, in order to enable responses to operational needs and challenges.
• Internally, interacts with staff and management in the regional delegation Beijing and with all other People and culture department (hereunder PAC), in particular Talent Attraction and Acquisition (hereunder TAA) Unit and other Centres of expertise in Headquarters.
• Externally, interacts within the broader HR community and humanitarian sector in China and South Korea, and with local labor authorities’ HR practitioners and HR service providers on specific issues, in accordance with PAC priorities.
• Typically contributes by providing expertise to others and working on complex, multidisciplinary problems, using professional knowledge to deliver results either directly or through a team of professionals.
• Covers 4 countries, P.R China, Republic of Korea, Democratic People's Republic of Korea, and Mongolia.
ACCOUNTABILITIES AND RESPONSIBILITIES (as per role description)
• Develops delegation’s PAC strategy by identifying and researching human resources concerns;
contributes to delegation’s strategic thinking and direction in line with ICRC policies and guidelines.
• Ensures establishing PAC department’s accountabilities: including TAA, employment processing, compensation and benefits, etc. in line with PAC strategies and in compliance with local Labour Code and labour relations.
• Acts as a key advisor to the delegation’s management team and contributes actively to reflection on
and analysis and understanding of the working environment.
• Translates operational needs with providing upstream insight on the PAC priorities and its impact on decisions potentially taken.
• In collaboration with the delegation management, contributes to the elaboration of workforce planning, gap analysis and development plan of identified potential successors.
• Contributes actively to the maintenance and the development of HR processes, policies, and tools; ensures HR processes are implemented and harmonized throughout the delegation, and related services delivered according to ICRC policies and guidelines and in compliance with local legislation.
• Manages PAC technical, operational, and organizational problems in accordance with existing policies and procedures.
• Acts as troubleshooter for matters held up at HR service-provider level, liaising with the HR partner and relevant stakeholders at HQ and finding sustainable solutions to challenges.
• Acts as focal point and centralised communication channel for all staff, explaining all HR novelties, new processes, policies, and tools. Establish and maintain relationships with key stakeholders, communicate difficult concepts effectively.
• Coaches and assists HR service providers, line managers and the management team in applying good HR-management practices and fulfilling their people-management responsibilities (HR capacity- building). Functions as the Code of Conduct facilitator for the delegation. Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promotes a high level of employee morale and motivation, conducts investigations when employee complaints or concerns are brought forth.
• Facilitate collaboration and communication between the delegation and HR units in the field and at HQ.
• As line manager, oversees and support the implementation of HR responsibilities of HR service providers.
• Draws up and monitor the annual HR budget by estimating, forecasting, and anticipating requirements, initiating corrective actions.
• Plans, drives, and participate in talent attraction projects/initiatives with Key internal stakeholders and partners (Movement actors, Universities, etc) supporting the Regional Talent Acquisition efforts.
• Supervises 2 HR Officers and 1 Staff Health Officer and act as the technical support for HR officer in Seoul.
• Bachelor’s or master’s degree in human resources management, business administration or other relevant field.
• Experience or training in project management and change management is an asset.
• Excellent command (written and spoken) of English and second ICRC working language, such as French,
