IFRC Asia Pacific Regional Office is a decentralized part of the
Secretariat of the International Federation of Red Cross and Red Crescent
Societies (IFRC). Mandated by the Federation's Constitution, the Secretariat
coordinates and supports the efforts of the membership to improve and scale up
work aimed at addressing the increasing number of humanitarian and development
challenges in the world. Supervised by the AP Regional Office, the Asia Pacific
Regional Team supports 38 National Societies, many of which have significant
capacities and resources as well as domestic and international programs.
Partner National Societies are active both bilaterally and multilaterally in
the Region, with IFRC coordination and support, and significant programming is
under way to support National Societies to carry out their Strategic Plans and
to assist them in case of disaster responses as well as in longer term
development programs.
The four countries supported by the country cluster support team in Beijing – China, Japan, Mongolia and Republic of Korea, cover 28 per cent of the Asian continent and comprising 1.5 billion people. Disasters, poverty, unprecedented aging of the population, urbanization and migration contribute to increased vulnerability in this region. The population are also exposed to increased health risks due to epidemics, communicable and non-communicable diseases.
The office supports Red Cross Red Crescent Societies in East Asia in becoming stronger at home and abroad and in both disaster response operations and sustainable development initiatives. We act as a resource centre and conduit for exploration and adaptation of global initiatives to meet the sub-region’s needs and capacities.
IFRC-AP Partnerships and Resource Development Unit and Team (PRD) leads
on, and coordinate, the implementation of the IFRC partnership and cooperation
agendas with public, private and Movement partners in Asia Pacific, in
coherence with the global PRD approach and priorities, and with a view to
maximizing IFRC resource development and influence across the region, in
emergency and for longer-term plans. PRD Unit also ensures quality control on
IFRC relationships with, and reporting to, partners and coordinates efforts to
enhance IFRC value proposition in promoting high accountability standards.
Coordinating the regional implementation of the one billion coalition for
resilience, PRD unit supports National Societies' resource mobilization efforts
and external relations capacities to increase their domestic market share and
position themselves as partner of choice.
The PRD Manager is part of the CCST team in Beijing with a technical reporting line to the regional PRD Unit. The position holder works in close liaison with CCST Head, PRD regional team (Kuala Lumpur) and technical focal points (programmers, finance, PMER) to enhance partnerships and resource development outcomes. In support to National Societies and IFRC office, the position holder will advance the implementation of the One Billion Coalition for Resilience Initiative. She/he will foster proactive partner engagement through relationship and knowledge development as well as effective use of PRD management tools. The position holder will also ensure donor care and accountability to partners.
Job purpose
The purpose of the PRD Manager (Partnership development) is to:
Ø Support National Society efforts in partnerships and resource development;
Ø Coordinate, develop and lead on engagement with a portfolio of strategic partners in the pursuit of IFRC goals and targets;
Ø Support and roll out the ‘One Billion Coalition for Resilience’ as partnership and collaboration vehicle in the context on the ‘One Belt One Road’ plan
Ø Coordinate the development, and monitor the implementation, of funding plans;
Ø Contribute to the collection of information, data, market research and analysis of donor trends in China and possible other countries in East Asia in support of IFRC proposals or National Society development in fundraising;
Ø Ensure partner stewardship and to provide guidance to project managers to ensure diligent pledge/grant management;
Ø Ensure compliance with IFRC policy, procedures and accountability standards.
Job duties and responsibilities
With a priority focus on the strategic development of the One Billion Coalition for Resilience, Belt and Road Initiates and National Society and CCST Beijing Financial Sustainability, the PRD Manager will demonstrate senior and advanced capabilities and expertise to:
Ø Ensure coordinated partnership engagement based on agreed targets and longer-term priorities;
Ø Develop, broaden and strengthen the network of NS and Government influencers and advocates in support of IFRC’s mission;
Ø Lead on regular engagement of partners with a view to developing joint planning and effective, outcome-driven collaboration mechanisms;
Ø Establish and coordinate a pool of supporting partners to enhance joint humanitarian and development outcomes and meet funding targets in assigned countries;
Ø Prospect and facilitate engagement of emerging partners across relevant income streams (government, corporates, multilaterals);
Ø Ensure partner stewardship and donor care based on agreed accountability standards and
Ø Lead IFRC effort for resource mobilization in emergencies in support to affected National Societies;
Ø Serve as focal point for PRD regional and global team in regards to the portfolio of assigned partners.
o Lead on designing and implementing a marketing and engagement plan to realize IFRC and National Societies strategic partnership agenda in the context of ‘One Belt, One Road’ Plan
Ø Analyse relevant government policies & decisions, ensure market analyses and identify relevant trends to inform effective fundraising and partner engagement strategies;
Ø Identify opportunities for partnership to expand National Societies and IFRC resources and capabilities;
Ø Coordinate the production of marketing materials and robust proposals as effective partnership building tools;
Ø Develop fully-fledged and well documented flagship, multiyear initiatives to rally partners and contribute to strategic priorities and agenda, including the Sustainable Development Goals;
Ø Lead on relationship development with targeted policy makers and influencers to develop IFRC value proposition and outreach as well as National Society auxiliary role.
Ø Map global practices and priority needs of National Societies in partnerships and resource development.
Ø Guide and Support NS development and strategy in partnership and fundraising through technical advices, peer support, training as required.
Ø Lead on increasing international fundraising in support to NS response in emergencies.
Ø Support National Societies in rolling out the One Billion Coalition for Resilience at country level.
Ø Facilitate the mobilisation and convening of domestic and international partners in supporting resilience-building programmes. Lead on the organisation of partnerships and cooperation meetings (country level).
Ø Ensure full compliance with IFRC policies, procedures and accountability standards, including IFRC Principles of Cooperation in Resource Mobilisation, the Corruption and anti-Fraud policy and the Code of Conduct;
Ø Guide and collaborate with assigned IFRC office, technical leads, PMER and Finance focal points in the development;
Ø Advise IFRC/NS stakeholders, and provide inputs, for resourcing operational plans and in support to multiyear proposals (writing and processing);
Ø Contribute to funding gaps monitoring and analyse and for propose/implement corrective measures;
Ø Ensure proactive negotiation of pledges together with IFRC budget holder in relation to assigned portfolio of partners;
Ø Ensure quality control and partner stewardship for pledge management, coordination with PRD team members as well as PMER and Finance focal points;
Ø Collaborate with budget holders, PMER and Finance to ensure timely and efficient reporting;
Ø Serve as promoting agent of IFRC overall accountability high quality standards;
Ø PRD tools and systems (standard operating procedures, CRM, etc.) are effectively used and applied to enable effective management of partnerships regionally and globally;
Ø To perform in close coordination with project managers, PMER and Finance the monthly and quarterly report on results, including analysis of regional partnership engagement, income, expenditure trends, funding gaps, quality of pledges, earmarking.
