职位简介

香港投资推广署 (“投资推广署”) 现正物色一名充满热诚的应征者担任驻北京的招商引才／投资推广总监一职，负责的地域范围与香港特别行政区政府驻北京办事处(“驻京办”) 的服务范围相同，即北京、天津、河北、辽宁、吉林、黑龙江、内蒙古、新疆、甘肃及宁夏。受聘者须以业绩及可带来的影响力为其推动力，亦须具备团队协作精神，通过连系中央部委，以及上述省、市及自治区的政府和非政府机构，吸引在地企业投资香港，带领及与团队共同实现绩效目标。受聘者亦须对内地市场的各个行业及香港的整体营商环境有丰富的认识，工作以目标主导及以客为本，并具备卓越的领导、销售及客户管理技巧。

 

职责

(1)      在驻京办负责的省、市及自治区内，推动引进投资香港的推广工作，并收集有关行业的市场情报和信息；

(2)      推展年度业务计划，以促进对赴港的投资及完成年度目标；

(3)      领导驻京办的招商引才专组／投资推广小组(“小组”)，并管理小组的人力和财政资源；

(4)      与投资推广署行业小组紧密合作，确立新客户群、制定目标企业名单和完成项目，特别是投资推广署总部所确

立的优先行业及可在香港创造优质就业的企业；

(5)      通过组织和／或参与市场推广活动及拜访企业，主动联系目标企业，并为有潜力的企业提供适时的建议及支持

服务；

(6)      与中央部委、当地政府部门、工商组织及相关机构建立网络及保持友好关系，以助市场发展及建立客户群，并

增进其对香港及投资推广署的认识；

(7)      为投资推广署总部首长级人员及行业小组在内地进行的投资推广活动安排行程及提供支持； 

(8)      提出优化香港作为主要投资地点的竞争力和吸引力的建议；

(9)      为投资推广署总部提供适时的资讯，以协助完成各项报告；

(10)    向驻京办主管定期汇报工作，并在有需要时，为投资推广署及驻京办举办的其他活动提供支持；

(11)    履行投资推广署及驻京办指派的其他职务。

 

入职条件

(a)     持有大学学士学位或同等资历，主修工商管理、金融、经济学、国际市场学或与创新科技有关的科目为佳；持

 有更高学历者获优先考虑；

(b)     具备不少于12年从事国际销售、业务发展或投资及贸易推广的全职工作经验；拥有与创新科技行业相关的知识

及经验尤佳。拥有在国际机构、促进外来投资或经济发展方面的管理经验获优先考虑；

(c)     具备卓越的领导和管理才能、良好的中英文书面和口语能力，以及良好的沟通和演讲技巧；

(d)     对于香港及驻京办负责的省、市及自治区的商业环境有广泛了解；具有在香港生活和／或工作的经验获优先考

虑；受聘者须于内地及香港出差；及

(e)     申请者必须具备于中国内地进行劳务的资格，并无须聘用单位代办签证。

Job summary

 

Invest Hong Kong (“InvestHK”) is looking for an enthusiastic candidate to fill the position of Head of Business and Talent Attraction / Investment Promotion based in Beijing, to be responsible for the same service areas as the Beijing Office of the Government of the Hong Kong Special Administrative Region (“BJO”), namely Beijing, Tianjin, Hebei, Liaoning, Jilin, Heilongjiang, Inner Mongolia, Xinjiang, Gansu and Ningxia.  With a strong drive for results and impact, the job holder should be a strong team leader aiming to spearhead the team in driving Hong Kong’s investment promotion activities across geographic markets and achieve performance targets as well as attracting the mainland companies to invest Hong Kong, through reaching out to Central Authorities, governments and non-government organisations in the abovementioned provinces/municipalities/autonomous regions.  The job-holder is expected to possess strong understanding of the Mainland markets across all sectors, as well as the general business environment of Hong Kong.  Being highly goal-driven and client-centric, the incumbent should demonstrate excellent leadership, sales and client management skills.

 

Duties and Responsibilities

 

(1) To drive the promotion work for inward investment to Hong Kong in the geographic markets under the purview of BJO, and to collect market intelligence and information on the sectors of interest;

 

(2) To develop strategies and implement the annual geographic business plan for promoting inward investment to Hong Kong and take the lead in achieving annual targets;

 

(3) To lead the Dedicated Team for Attracting Businesses and Talents/ Investment Promotion Unit (“the Unit”) of BJO and manage the manpower and financial resources of the Unit;

 

(4) To work closely with sector teams of InvestHK to identify new leads, devise a list of target companies, and to complete projects, in particular in priority sectors as identified by the InvestHK’s Head Office and those that can create valued employment in Hong Kong;

 

(5) To proactively reach out to target companies through organising and/or participating in marketing activities and promotional campaigns as well as individual company visits and to provide timely advice and practical assistance to potential investors;

 

(6) To establish contacts and networks as well as maintain good working relations with the Central Authorities, local government departments, trade associations, multipliers and key stakeholders for market development and lead generation, and to raise the profile of Hong Kong and InvestHK;

 

(7) To arrange and organise investment promotion visits for the directorates and sector teams of InvestHK’s Head Office;

 

(8) To suggest ways to improve Hong Kong’s competitiveness and attractiveness as a business location;

 

(9) To provide inputs to briefs and returns as and when required by InvestHK’s Head Office;

 

(10) To keep the management of BJO updated of the Unit’s work and support InvestHK’s and BJO’s activities as and when required; and

 

(11) To perform any other duties as assigned by InvestHK and BJO.

 

 

Entry Requirements

 

(a) A bachelor’s degree or equivalent, preferably in Business Administration, Finance, Economics, International Marketing or subjects related to Innovation and Technology; a higher degree would be an advantage;

 

(b) A minimum of 12 years of relevant full-time work experience in international sales, business development or investment and trade promotion, with knowledge and experience related to the Innovation and Technology industry being an advantage, and preferably with work experience in international organisations, foreign direct investment promotion or economic development at a managerial position;

 

(c) Excellent leadership and management skills and a strong command of written and spoken Chinese and English with excellent presentation and communication skills in English and Putonghua;

 

(d) Broad knowledge of the business environment of Hong Kong and that of the  geographic markets under the purview of BJO; experience of living and/or working in Hong Kong would be an asset; and the incumbent is required to have duty travel within the Mainland and to Hong Kong; and

 

(e) Candidate must be eligible to take up employment in the mainland China without arrangement of work visa by the employer.
