Position Title: Readiness Program Officer (Security and Emergency Management)

Classification Level: LE-O1
Contract Type: Indeterminate (Full-time)
Starting Annual Gross Salary:  RMB 216,717 (before tax and employee social insurance contributions; employer social insurance contributions are paid on top of the gross salary; salary is non-negotiable)

Work location: Beijing

Closing Date:  November 30, 2022, at midnight Beijing time

 

Summary of Duties:  

Under the general supervision of the Deputy Readiness Program Manager, the incumbent is responsible for providing services to enhance the Embassy of Canada’s operational and physical security planning as well as preparedness and resilience in China. The main duties of the position include:

- Research and analyze the security environment in China; advise on operational security matters; draft reports and advise on issues affecting the safety and security of mission personnel, information, assets and operations;

- Contribute to emergency management activities and business continuity planning, including providing support for emergency management services to assist Canadians abroad;

- Develop and maintain network of contacts, liaise with local authorities and others who provide security and emergency services, and with counterparts in other organizations;

- Deliver routine group and individual security briefings and trainings to staff at the Embassy;

- Develop, implement and deliver operational security measures;

- Assist with the day-to-day management of the program budget and contracts;

- Translate documents and provide verbal interpretations during meetings and training sessions;

- Perform other duties as required.

Essential Qualifications:


Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience. Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications. *Language will be assessed further during the process. 

Education:

· Bachelor’s degree from a university, OR an acceptable equivalent through the combination of education, training and work experience related to the duties and competences required by the position

Language:

· Advanced level of English (reading, writing, listening and speaking)

· Advanced level of Mandarin (reading, writing, listening and speaking)

Experience:

• Experience in conducting research, information analysis and report writing

• Experience in working with government authorities, international organizations, diplomatic missions, civil society or non-profit organizations

• Experience in providing administrative support

Rated Requirements 

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview online, in-person, role-play, practical tests, and/or presentations.

Knowledge:

• Knowledge of security and/or emergency management concepts, standards and practices

• Knowledge of local environment in China including geography, culture, values, ethics, social conventions and customs, and local structures

• Knowledge of the functioning and organization of local law enforcement

Abilities/skills:

• Ability to research and analyze information, policies, issues, trends, and other information to provide intelligence in English

• Ability to write effective business correspondence, reports and briefing notes in English

• Ability to deliver briefings and/or training

• Ability to perform translation and interpretation from Chinese to English and vice versa

• Ability to manage financial procedures related to tracking expenses, claims and budgets

Asset Qualifications: 

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications. 

• Working ability in French

• Experience working in the field of security and/or emergency/crisis management

• Established contacts and working relationships with Chinese authorities related to security and emergency preparedness

• Experience in preparing and delivering briefings and/or training sessions

Operational Requirement: 

• Ability and willingness to work overtime as required, sometimes on short notice 

• Ability to travel as required

Conditions of Employment 

Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period. The mission can only facilitate working visas for Canadian citizens 

Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period
