Organizational context
The International Federation of Red Cross and
Red Crescent Societies (IFRC) is the world's largest humanitarian organization,
with 191 member National Societies, 165,000 local branches and more than 11
million active volunteers. As part of the International Red Cross and Red
Crescent Movement, our work is guided by seven fundamental principles;
humanity, impartiality, neutrality, independence, voluntary service, unity and
universality. As a collective, the Red Cross Red Crescent is reaching 150 million
people each year. The Organization acts before, during and after disasters,
crises and health emergences in order to meet the needs and build the
resilience of vulnerable people.
IFRC Asia Pacific Regional Office is a
decentralised part of the Secretariat of the International Federation of Red
Cross and Red Crescent Societies (IFRC). Mandated by the Federation's
Constitution, the Secretariat coordinates and supports the efforts of the
membership to improve and scale up work aimed at addressing the increasing
number of humanitarian and development challenges in the world. Supervised by
the AP Regional Office, the Asia Pacific Regional Team supports 38 National
Societies, many of which have significant capacities and resources as well as
domestic and international programmes. Partner National Societies are active
both bilaterally and multilaterally in the Region, with IFRC coordination and
support, and significant programming is under way to support National Societies
to carry out their Strategic Plans and to assist them in case of disaster
responses as well as in longer term development programs.
The four countries supported by the country
cluster support team (CCST) in Beijing – China, Japan, Mongolia and
Republic of Korea, cover 28 per cent of the Asian continent and comprising 1.5
billion people. Disasters, poverty, unprecedented aging of the population,
urbanization and migration contribute to increased vulnerability in this region.
The population are also exposed to increased health risks due to epidemics,
communicable and non-communicable diseases. The CCST Office in Beijing supports
Red Cross Red Crescent Societies in East Asia in becoming stronger at home and
abroad and in both disaster response operations and sustainable development
initiatives.
Launched in 2015 by China, The Belt and Road
Initiative aims at creating an infrastructure network by building roads, ports
and railway tracks along ancient trading routes (‘Silk Roads’) that is now covering more than 100 countries and 60% of the global
population. This ‘multi-trillion’ initiative provides a platform for corporations, industry,
financial institutions, governments, scholars and humanitarian organisations to
engage and collaborate towards a common goal of ‘greater
connectivity, prosperity and security’. While the Red
Cross Society of China has been engaged to expand the ‘humanitarian
silk road’, Red Cross Red Partners have strong
potential for further involvement through principled humanitarian and
development activities in line with IFRC One Billion Coalition for Resilience
Initiative.
IFRC Country Cluster Support Team (CCST) -
Beijing will work closely with Asia Pacific Partnerships and Resource
Development (PRD) Team on the implementation of the IFRC partnership and
cooperation agendas with public, private and Movement partners in Asia Pacific,
in coherence with the global PRD approach and priorities, and with a view to
maximising IFRC contribution to resilience through trusted and durable
partnerships, influence and resource generation across the region. PRD also
ensures quality control on IFRC relationships with, and reporting to, partners
and coordinates efforts to enhance IFRC value proposition in promoting high
accountability standards.
The
Belt and Road Coordinator is part of the CCST – Beijing but covering also work on a regional
and even global scale in close collaboration with the PRD team. The Belt and
Road Coordinator drives the CCST Beijing through the Red Cross Red Crescent
engagement platform, in support to Red Cross Society of China, for principled
humanitarian action along the Belt and Road initiative. Guided by principled
humanitarian action and strong commitment to community resilience, the
Coordinator will develop the IFRC position paper on the Belt and Road,
implement an engagement plan and IFRC collaboration platform in support to the
Red Cross Society of China that maximise partnerships opportunities and
programme development across the Belt and Road priority countries, in Asia
Pacific and in close liaison with other regional offices across the globe.

IFRC Regional Partnerships Team for Asia Pacific
Job purpose
The purpose of the Belt and Road Coordinator is
to:
➢ Lead on
collection of information, data and analysis on trends and opportunities
offered by the Belt and Road Initiative
➢ Develop
support materials to guide IFRC structured engagement along the Belt and Road
in close cooperation with the Red Cross Society of China and in support of
concerned National Societies.
➢
Establish a cooperation platform between Chinese Government, RCSC and IFRC on
Belt and Road initiative on people to people connectivity.
➢
Establish a partnership platform coordinated by the IFRC on priority
initiatives in support to the Red Cross Society of China and inclusive of
in-country and Movement partners
➢ Ensure
effective coordination on key initiatives with China-based institutional
partners, including under the South-South Cooperation Assistance Fund (SSCAF),
China State International Development Cooperation Agency (SIDCA),
investment/development banks, foundations and corporate sector.
➢ Ensure compliance with IFRC Principles, policy, procedures and
accountability standards.
Job duties and responsibilities
o Lead on collection of information, data and
analysis on trends and opportunities offered by the Belt and Road Initiative
➢ Develop
an overall mapping and analysis on risks and opportunities in Asia Pacific and
beyond.
➢ Work
with the Red Cross Society on China to map out key stakeholders and priority
development areas.
o Develop support materials to guide IFRC
structured engagement along the Belt and Road in close cooperation with the Red
Cross Society of China and in support of concerned National Societies.
➢
Complete, disseminate and ensure compliance with IFRC position paper on Belt
and Road.

to engagement in the Belt and Road or for specific priority projects.

by the IFRC on priority initiatives in support to the Red Cross Society of

Leverage IFRC One Billion Coalition for Resilience as a natural vehicle for
strategic collaboration with China and Movement partners.
➢
Facilitate engagement of Movement partners on priority projects, including
Volunteers on Wheels, the International Humanitarian Academy initiatives and
others.
➢
Collaborate with the Red Cross Society of China in maximising fundraising
efforts and partnership development with Belt and Road related priorities.
o Ensure effective coordination on key
initiatives with China-based institutional partners, including under the
South-South Cooperation Assistance Fund (SSCAF) and China State International
Development Cooperation Agency (SIDCA).
➢ Facilitate
a strategic, tripartite partnership with China government on targeted
humanitarian and development contexts
➢
Coordinate application to and implementation of potential grant under the SSCAF
➢
Facilitate increased engagement with relevant Chinese government ministries,
academe and corporate sector.
➢
Facilitate increased engagement with multilateral actors including the Asia
Infrastructure and Investment Bank, the World Bank, the Asia Development Bank
and relevant UN agencies.
o Ensure compliance with IFRC Principles,
policy, procedures and accountability standards.
➢ Promote and monitor IFRC
Fundamental Principles, policies, procedures and accountability standards,
including IFRC Principles of Cooperation in Resource Mobilisation, the
Corruption and anti-Fraud policy and the Code of Conduct.

Position Requirements
Education
University
degree or equivalent in a relevant discipline is required
Relevant post-graduate degree or MBA is required
Relevant professional training courses are
required
Experience (All Required)
Minimum
of 7 - 10 years relevant work experience partnership, strategic planning and
project management.
5-year experience and solid track record in policy
and market analysis
Working experience with humanitarian or
international organisations
Experience in project management including
multi-stakeholder engagement
Working experience with international funding
agencies (e.g. governments, financial institutions…)
Knowledge and Skills (All Required)
Advanced experience with proven track record in
working with government, multilateral funding systems and corporate sector
Expertise in context and policy analysis and
strategic thinking
Ability to work in a diverse cultural context
Strong knowledge of information sharing tools,
and the ability to implement them
