Position Title: Beijing – HR Specialist (Payroll) (Anticipatory), LE-05

Closing Date: December 16, 2018

Starting Annual Compensation Package: 111,660 RMB (before tax and employee social insurance contributions; Employer share of social insurance contributions and 13th month bonus are paid by the employer on top of the gross salary; compensation is non-negotiable)

Area of selection:

This position is open to external applicants residing in China and employees occupying an indeterminate or term position in China Missions who meet all of the essential qualifications and whose applications are received by the closing date.

 

Short-listed candidates should be able to participate in tests and/or interviews in Beijing at own expense. The successful candidate will be required to relocate to Beijing at their own expense.

** This competition is Anticipatory Staffing to create an eligibility list to staff similar openings of indeterminate and term duration which may arise at the Embassy. We currently anticipate a term vacancy for approximately 6 months, with future opportunities to follow. **

Job summary:

Under the supervision of the HR Officer, handles pay and benefits for the Locally-Engaged Staff in client missions in the region; assists the HR Officer and HR Manager with various projects; provides administrative/clerical services; and performs other duties as required.

Mandatory requirements:

Education:       

·         A Bachelor’s degree or higher in human resources management, business administration or another relevant subject

Language:

·         Proficiency in English (reading, writing, speaking)

·         Proficiency in Mandarin (reading, writing and speaking)

Experience:

·         Significant e SEQ CHAPTER \h \r 1xperience in providing excellent client service

·         Significant experience in using Microsoft Excel application in an office environment

Abilities/skills:

·         Ability to conceptualize and implement processes, procedures and programs

·         Ability to process and analyze large quantity of data

·         Ability to work independently

Personal suitability:

·         Adaptability and flexibility - willingly alters normal course of action

·         Client focus - takes personal responsibility for correcting client problems

·         Initiative - takes action under pressure

·         Effective interactive communication - checks understanding and clarity

·         Focus on quality and details - Monitors others’ work for quality

Asset criteria:

Preferred standing may be given to those candidates who also meet the following:

Language:      

·         Proficiency in French (reading, writing, listening and speaking)

Knowledge:

·         Knowledge of Chinese labour laws and regulations

Experience:

·         Previous experience in HR functions, especially in processing staff payroll

Conditions of Employment:

 

·         Ability to obtain and maintain a valid working authorization in China. Per Chinese regulations, the Embassy / Consulates can only facilitate working visas for Canadian citizens

·         Ability to obtain and maintain a valid “Reliability Status” security clearance

 

Operational Requirement:

 

§  Ability and willingness to work overtime on short notice as required

§  Able to travel domestically and internationally as required
