Junior Policy Analyst – China

The OECD is a global economic forum working with 35 member countries and more than 100 emerging and developing economies to make better policies for better lives. Our mission is to promote policies that will improve the economic and social well-being of people around the world. The Organisation provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.


The Global Relations Secretariat (GRS) supports the OECD’s Global Relations Strategy and the implementation of the Secretary General’s strategic orientations by co-ordinating the Organisation’s relations with partner countries and with other international organisations. It advises the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRS also serves the OECD External Relations Committee, working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation’s work.


Within the OECD and GRS, the Strategic Partnerships and New Initiatives (SPNI) Division co-ordinates OECD activities with three of the five OECD Key Partners (Brazil, China and India) and countries in Latin America and the Caribbean. The Division is looking for a Policy Analyst to join the China team to work on OECD’s collaboration with China.


Position is based in Beijing


Main Responsibilities
Information management
• Monitor, analyse and report on political, economic, legislative and regulatory in China. Prepare notes on the latest developments in various policy fields
• Keep abreast of major developments of economic and political cooperation between OECD member states and China
• Organise and manages the database of OECD contacts in China
• Help identify and reach out to potential new partners

• Contribute to the management and update of the mission Calendar and Calendar of events in China


Liaison and communication
• Under the guidance and supervision of the Senior Advisor for China liaise with various Chinese partner institutions and Embassies of the OECD member states in China
• Facilitate communication of OECD Committees and Directorates with Chinese partners

• Contribute to the update of the communication guidelines on China


Analyses and stocktaking
• Provide update, simple analyses on various topics under the guidance of the Senior Advisor
• Take stock of the events related to ongoing and planned cooperation projects between the OECD and China
• Contribute to the implementation of the Programme of Work with China

• Contribute to the preparation of brochures, studies


Organisation
• Organise and prepare meetings and events in China
• Support the preparation and organisation of high-level missions to China and their follow-up.

• Manage the calendar of meetings and tasks of the OECD Beijing Office


Ideal Candidate Profile


Academic Background

• University degree in economics or public policies.


Professional Background
• A minimum of two years’ professional experience in an international organisation, national government, leading consulting firm, or civil society organisation.
• Experience in dealing with multiple stakeholders, organisation of events and missions, horizontal activities in an international context.

• Good understanding of the political, social and economic context of China.


Core Competencies
• For this role, the following competencies would be particularly important: Achievement focus, Analytical thinking, Drafting skills both in Chinese and English, Flexible thinking, Teamwork, Diplomatic sensitivity, Organisational alignment, Strategic networking, Strategic thinking.

Languages
• Native Chinese

• Fluency in English, both spoken and written is a must


Contract duration

One-year contract with the possibility of renewal.


EMPLOYMENT CONDITIONS
• The OECD Office is located in the Embassy of the Kingdom of the Netherlands.
• The successful candidate will be offered employment for 12 months, with the possibility of a succeeding employment contract.
• Chinese nationals will be employed via the Beijing Personnel Services Corporation of the Beijing Diplomatic Services Bureau.
• It concerns a position for 38 hours per week, in job level 8. The corresponding salary scale comprises 16 pay numbers, from zero through 15. The successful candidate will be offered a pay number in accordance with the years of relevant experience. In case of excellent job performance, the pay number will increase every 12 months until it reaches the maximum of 15. At present the salary for job level 8, pay number zero amounts to CNY 19,935.00 per month gross, whereas the salary for job level 8, pay number 15 amounts to CNY 29,902.00 per month gross.
• OECD pays a 13th month salary.
